Fax transmissions are a security risk: Since Swiss telcom have abolished analogue lines, fax messages can only be sent digitally. If the IP provider doesn't offer a secure connection, a fax is completely unencrypted.Many fax messages do not arrive at all. Estimation: every tenth fax is lost. Many forms sent via fax are filled out manually, -> impossible to capture data if the text is illegible.

The Open Government Data department of the Canton of Zurich has shown that there is another way. Since last weekend, it has been making the data of the health department available in machine-readable form on the developer platform Github. Basel and Thurgau have since followed suit.
